An extra \u20ac500 million for the \u201chealth\u201d sector, without increasing the tax burden for the people<\/strong>. This is what President Roberto Maroni announced as he explained the budget for the next three years<\/strong>. \u201cAnd this is despite the \u20ac280 million cut by the Government in Rome,\u201d he said. \u201cThanks to the system of earmarking carefully implemented by Councillor Garavaglia in past years, and with savings in running the council organisation.\u201d<\/p>\n

 <\/p>\n

It is the health care system where the greatest efforts are going to be made. \u201cThe main sectors that the money of the special plan will be invested in will be new machinery and technological innovation, hospital construction, reducing waiting lists, hiring new staff, and a further reduction in medical service charges,\u201d Maroni declared.<\/p>\n

 <\/p>\n

COMMITMENTS HONOURED ALSO IN OTHER SECTORS<\/strong> \u2013 Commitments have also been honoured in transport and infrastructure<\/strong>, where \u20ac410 million<\/strong> will continue to be invested. The same is true for the security and territory sectors<\/strong> (\u20ac60 million, in 2017) and the environment sector<\/strong>. Funds have also been guaranteed for economic development<\/strong> and tourism<\/strong> (\u20ac40 million, in 2017) and for support to companies and research<\/strong>. Investments will also continue in the sectors of sport and culture<\/strong> (\u20ac10 and \u20ac15 million, respectively), and a lot is being staked on vocational training and active employment policies<\/strong> (\u20ac155 million in 2017).<\/p>\n

 <\/p>\n

THE EXTRA \u20ac500 MILLION FOR THE HEALTH CARE SYSTEM<\/strong> \u2013 \u201cWith the \u20ac500 million allocated for the special health care plan,\u201d the councillor for welfare, Giulio Gallera<\/strong> explained, \u201cwe will accomplish our health care reform<\/strong>. We will complete the local hospital centres and the local social health units, which are the group of out-patient clinics where chronic patients can be taken to carry out all medical examinations and tests in the same place, without going from one place to another. Some of the money allocated will be spent on purchasing new innovative machinery, which will be necessary to guarantee checks that are increasingly precise, and will inevitably contribute to reducing the waiting lists. The special plan also includes further reductions in medical service charges, the hiring of new staff, investments in hospital construction and in telemedicine, which will allow us to make best use of community and mountain health units.\u201d<\/p>\n

 <\/p>\n

Below are the main points of Lombardy Region\u2019s 2017-2019 budget<\/strong>, which was approved this morning by the Regional Council.<\/p>\n

 <\/p>\n

NO TAX INCREASES \u2013 STRATEGIC EXPENDITURE GUARANTEED<\/strong><\/p>\n

Despite the cuts of \u20ac280 million by central government, the Region will not increase the tax burden and will guarantee the \u201cstrategic expenditure\u201d for policies considered essential, in a sector that still feels the effects of the economic crisis, to support people in difficulty in a number of ways.<\/p>\n

 <\/p>\n

HEALTH CARE<\/strong> \u2013 This is the main item, also in this 2017-2019 budget, to which, on the one hand, \u20ac18.3 million is guaranteed for each of the three years<\/strong>, and, on the other, a Special Investment Plan of \u20ac500 million<\/strong> is destined; the money will be spent on:<\/p>\n

– new machinery and technological innovation;<\/p>\n

– building hospitals;<\/p>\n

– reducing waiting lists;<\/p>\n

– hiring staff;<\/p>\n

– a further reduction in medical service charges.<\/p>\n

 <\/p>\n

MAIN POLICIES FUNDED<\/strong> \u2013 The main policies funded in 2017 and overall during the period 2017-2019, include: the social health system; transport and infrastructure; education, training and employment; territory and security; economic development and tourism; sport and culture.<\/p>\n

 <\/p>\n

SOCIAL HEALTH SYSTEM<\/strong> \u2013 In 2017 alone, almost \u20ac2 billion will be invested in the social health system, as follows:<\/p>\n

– Social health fund: \u20ac1713 million in 2017 (\u20ac5139 million over the three years);<\/p>\n

– Social regional fund: \u20ac54 million in 2017 (\u20ac142 million over the three years);<\/p>\n

– Support to people in vulnerable situations \u2013 independence income (for example, free kindergarten ): \u20ac31.5 million in 2017 (\u20ac94.5 over the three years);<\/p>\n

– Support to families and people for housing: \u20ac25 million in 2017 (\u20ac59.5 million over the three years);<\/p>\n

– Support to families in hardship, and family-work conciliation: \u20ac3.5 million in 2017 (\u20ac9.1 million over the three years).<\/p>\n

\u00a0<\/strong><\/p>\n

TRANSPORT AND INFRASTRUCTURE<\/strong> \u2013 For 2017, the budget of Lombardy Region allocates \u20ac410 million, as follows:<\/p>\n

– investments in the railway network, price integration, renewal of automobile rolling stock, work on the regional road network, inland navigation and underground lines: \u20ac26.8 million in 2017 (around \u20ac99 million over the three years);<\/p>\n

– regional resources to integrate the fund underestimated by the government for rail service contracts (\u20ac170.4 million in 2017 \u2013 around \u20ac500 million over the three years) and contributions for the local public transport service (\u20ac189 million in 2017 \u2013 around \u20ac619 million over the three years);<\/p>\n

– issuing of cheap tickets: \u20ac21.7 million in 2017 (\u20ac53 million over the three years).<\/p>\n

 <\/p>\n

EDUCATION, TRAINING AND EMPLOYMENT<\/strong> \u2013 In 2017, \u20ac155 million will be allocated to the sectors of educational, training and employment, as follows:<\/p>\n

– school vouchers: \u20ac24 million in 2017 (\u20ac68 million over the three years);<\/p>\n

– 3-year training and education courses: \u20ac102 million in 2017 (\u20ac275 million over the three years);<\/p>\n

– the right to university education: \u20ac21 million in 2017 (\u20ac63 million over the three years);<\/p>\n

– primary schools: \u20ac8 million in 2017 (\u20ac24 million over the three years).<\/p>\n

 <\/p>\n

TERRITORY AND SECURITY<\/strong> \u2013 The allocation for territory and security in 2017 amounts to more than \u20ac60 million, as follows:<\/p>\n

– water projects: \u20ac8 million in 2017 (\u20ac14.2 million over the three years);<\/p>\n

– reclaiming contaminated sites: \u20ac2.9 million in 2017 (\u20ac8.7 million over the three years);<\/p>\n

– parks, protected areas and forestation: \u20ac10.7 million in 2017 (\u20ac36.5 million over the three years);<\/p>\n

– specialities of Sondrio Province: \u20ac10.8 million in 2017 (\u20ac32.4 million over the three years);<\/p>\n

– environmental programmes, waste: \u20ac5 million in 2017 (\u20ac14.3 million over the three years);<\/p>\n

– current and capital interventions on public waterways: \u20ac7 million in 2017 (\u20ac21 million over the three years);<\/p>\n

– urban security and ICT system projects: \u20ac7.6 million in 2017;<\/p>\n

– emergency assistance and interventions following disasters: \u20ac2 million in 2017;<\/p>\n

– civil protection system: \u20ac7.2 million in 2017 (\u20ac23 over the three years).<\/p>\n

ECONOMIC DEVELOPMENT AND TOURISM \u2013<\/strong> In 2017 alone, more than \u20ac40 million is being allocated to:<\/p>\n

– the 2014-2020 rural development plan: \u20ac22 million in 2017 (\u20ac83 million over the three years);<\/p>\n

– aid to farms, to make the access to credit easier: \u20ac2 million in 2017;<\/p>\n

– interventions and investments for upgrading the tourist system: \u20ac3.8 million in 2017 (\u20ac11.8 million over the three years);<\/p>\n

– competition of commercial businesses: \u20ac1 million in 2017 (\u20ac3 million over the three years);<\/p>\n

– incentives and support to companies: \u20ac8.3 million in 2017 (\u20ac20.3 million over the three years);<\/p>\n

– research initiatives and programmes: \u20ac4 million in 2017 (\u20ac11.4 million over the three years).<\/p>\n

SPORT AND CULTURE<\/strong> \u2013 In 2017, \u20ac25 million will be allocated to these sectors, as follows:<\/p>\n

– cultural interventions (for cinemas, show business, museums, libraries, etc.): \u20ac15 million in 2017 (\u20ac35.5 million over the three years);<\/p>\n
