“Delocalized areas”, the ratification at the Region paved the way to demolitions
Unlivable houses in Somma, Lonate and Ferno will be demolished by Aler Varese: 3.9 million euro are available and works will start by the end of 2014
Has the right moment come, to demolish the abandoned houses around Malpensa? After a lot of announcements it seems it has: the Region put on paper its commitment (that concerns exactly the “delocalized areas” of Somma Lombardo, Lonate Pozzolo and Ferno), with an agreement to begin the demolitions. When? “By the end of 2014” they say from Palazzo Lombardia, the seat of the Region, where, today, the meeting occurred and the agree
ment was signed, a project that has been announced for some time now.
The question has been open for ten years now: “delocalized areas” are those areas around Malpensa where houses were abandoned from their (compensated) inhabitants because the level of noise coming from the airport was above the line allowed by the housing law. These houses bought by the Region, often remained at the mercy of vagabonds and drifters, or simply of the degradation due to the passage of time. “It’s an action that focuses on the redevelopment of this area and that was waited for years by the territory.”, affirms Viviana Beccalossi, the regional assessor of territory and town planning. And she adds, exultant: “In this way, we complete an essential passage to break out of a situation of degradation and abusiveness.”
Now, it seems to be a long path. The Convention establishes the modalities and the times for the demolition operations, committed to Aler Varese, which will have to confront, with the other Communes affected, the planning and the management of the work. In the complex, 3.9 million of euros are destined to the demolition operations, resources that are included in the rotation found oriented to the environmental mitigation of Malpensa ( a matter that created lots of polemic two years ago.) The list of the properties on which it intervenes has been defined in the latest meeting of the Committee. However, it could be changed depending on the needs of the land, with the proposal of the Communes. For this reason the council member underlined the need to intervene and minimize the times of the different authorisations and start with the demolitions before the end of 2014, said the public notice of the Region. The idea is to level the areas before the Expo.
And here there is another point: Understand what these are areas for. "the Region will surely provide all the essential documents for planning the total recovery of the area", said the council member. "We’re evaluating rules and a possible combination of ideas. Free from the decrepit buildings, that area will become a great opportunity of development and reconversion for the land", it has to be rebuilt also with "Sea, the Environmental department and the Economic Development department."
