“This PGT will take more money from the citizens”

The obligatory equal distribution will require higher obligations for those that are restoring a house, while those that live in a historical building will have to pay to draw up the building's form. The Democratic Party (PD) ask to delete this and other strangenesses.

"The Pgt (Territorial Government Plan) will cost more money to citizens" affirm the exponents of the PD, who today have explained the 10 points that they are going to present at the new plan on Saturday, 22nd March (the very last day). The first point, maybe the most important for the increase of the costs to the citizen, is the mechanism of the obligatory equal distribution that the committee has sketched out. From now on, to build and renovate, the citizens of Varese will have to buy some volumes from a commune bank of trade between the owners. In other municipals, this inner working is optional and repays those that use it. However, in Varese, it is obligatory. The builders and the architects will oppose to it, even if they have not expressed their opinion in an official way.

An Architect that has been interviewed by the local press said that it will cost almost 200 Euros per square meter.

ALL THE FORMS OF THE PGT

According to the PD this choice supports only the large constructors, weighs on the use of the land and is considered an encumbrance. How much? According to some city councilmen, a family that is restoring a house, besides the intervention costs, could have to pay from 10 to 50 thousand Euros or more. But why is there that mechanism? " the Committee hope to finance the public works thanks to the income that will derive from that, but the public works estimated by the services plan could never be financed in this way" explains Luca Paris, the secretary, and Fabrizio Mirabelli, the group leader in the council.

The PD affirm that, in this way, the small buildings and renovations will actually stop: the Commune income will decrease, there will be a paralysis of the market and a significant injustice towards those that want to improve their house. The obligatory equal distribution is causing a lot of discussion, and could be a decisive element in the relationship with this Pgt, of the entire professional and business world.

Actually, the PD, aimed more importantly to underline the bad aspects for the common citizen, but the problem exists. In the second point, the party join forces against a rule of the plan of the rules, the clause 21, in which it is told that if the owners of buildings built before 1953 want to make some interventions, they have to provide a building form at their own expense. The PD ask the Commune to do this census, considering that there are about 3,692 buildings dated before 1953 and many people don’t even know that they are living in old buildings.

But let’s go on with the proposals of the opposition: the third point is the request of deleting from Pgt all the areas of finalization, where basically it will be possible to build in the future, to avoid the usage of the land. The fourth point, that will be translated during the observation, sketch out the future of Piazza Repubblica. Andrea Civati, Luca Paris and Fabrizio Mirabelli affirm that building a theatre where the ex-barracks is, is a mistake, because it will not resolve the problem of livability of the square.

"It would be better to realize there, always in respect of the supervision’s limitations, a cultural area with a library, a study room, a room for the associations and Varesecorsi.

“It has to be a cultural area open all the day long,” says the democratic counselors,   “and always well frequented, in order to create a square full of people, converting it in a social place. Moreover, near the S. Ambrogio college, to emphasize this vocation, it could be possible to think about some lodgings for students".

 The counselors of the PD affirm that the theatre has to rest where it is now. While, regarding the money, the new library could be financed by changing the priority of the public spendings: especially stopping some expenses, like the car parks in the public parks, , or at the first chapel, and taking that money, addressed to wrong investments, and put in the bill, to focus everything on a great realistic goal of the new Piazza Repubblica.

The other observations to change in the Pgt are: the request to stop building new supermarkets (today, for example, it is in program to extend Iper by 30 thousand cubic meters, or there is the second Esselunga, that will be built in the ex-Malerba, financing the two traffic circles of via Gasparotto, however it will also maintain the shop in Viale Borri.) And so on:  a strong opposition against the parking in the public parks (villa Augusta and Mylius) and new parking areas at the external entrance of the city. More areas to new establishments and high-tech businesses, to not lose the productive vocations of the city, incentivizing the internal position.

The eighth point is about the creation of a new scholastic area near the stations to simplify the mobility of the students that come by train. The area is the Via Monte Santo, today filled of disused warehouses. The ninth point is about the equipped park at the former slaughterhouse and about a terse refusal to the possibility to build, there, a biomass station. At the end, the last observation is about the Valle Olona area, where the new pgt have many projects in mind: the extension of the Iper, a new prison, a luna park, a fair and the arrangement of the tanneries. Luca Conte, for example, says that it is wrong to put there the luna park and the fair, because the area next to the Iper and under the communal dump is an agricultural plot which is often waterlogged: it has to be protected, not crowded.
